Commission staff is in receipt of an additional reply from Rogers Communications Canada Inc. (Rogers) dated 21 November 2017, in which Rogers requests a right of reply to new issues raised by Quebecor Media Inc., on behalf of Videotron s.e.n.c. (Videotron), in its 16 November 2017 response.
Having examined the reasons provided by Rogers, Commission staff considers it reasonable that the additional arguments be accepted on the record of this proceeding.
In order to ensure procedural fairness to all parties, Videotron may file written comments, limited to replying to the new arguments presented in Rogers’ 21 November 2017 submission, by 1 December 2017.
