CBON-FM Sudbury and its transmitter CBON-FM-25 Timmins – Technical changes

  1. The Commission approves the application by the Canadian Broadcasting Corporation (CBC) relating to the French-language radio programming undertaking CBON-FM Sudbury, Ontario, which is part of the Ici Radio-Canada Première network. Specifically, the licensee requested authorization to change the authorized contours of the rebroadcasting transmitter CBON-FM-25 Timmins, Ontario, by relocating the transmitter to the CBC television station site in Timmins, decreasing the effective radiated power from 41,000 to 11,000 watts, and increasing the effective height of antenna above average terrain from 97.7 to 193 meters. All other technical parameters will remain unchanged.
  2. The CBC indicated that the station’s antenna will be co-located with that of the radio station CBCJ-FM Timmins, from the English-language Radio One network. The licensee stated that this change in the station’s facilities reflects its desire to combine the services of Ici Radio Canada Première and Radio One on the same antenna so as to ensure better coverage in Timmins and surrounding areas.
  3. The Commission received a comment in regard to this application, from an individual questioning whether the proposed change would have an impact on neighbouring communities such as Smooth Rock Falls, Cochrane, Iroquois Falls, and possibly Matachewan and Foleyet, Ontario. The intervener also raised the possibility of adding an FM transmitter in Foleyet, and replacing the AM radio station CBON-10 Matachewan with a new transmitter in Matachewan.
  4. In its reply, the CBC indicated that it expects a slight decrease in the quality of the signal covering Cochrane and Iroquois Falls, but that the impact would be minimal. In regard to Smooth Rock Falls, it indicated that the Ici Radio-Canada Première signal is provided by CBON-FM-24 Kapuskasing, Ontario. As for Foleyet and Matachewan, the CBC stated that these communities are located outside the service areas of the current and proposed transmission sites, and that they will therefore not be affected by the proposed changes.

  6. Pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  7. The transmitter must be operational with implemented technical changes at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 6 October 2019. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
