CIAM-FM Fort Vermilion – New transmitters in Burnt Hills, Saskatoon Hill, Rose Prairie and Boston Bar

  1. The Commission approves the applications by CIAM Media & Radio Broadcasting Association (CIAM Media & Radio) to amend the broadcasting licence for the English-language radio programming undertaking CIAM-FM Fort Vermilion, Alberta, in order to operate rebroadcasting transmitters in Burnt Hills and Saskatoon Hill, Alberta, and Rose Prairie and Boston Bar, British Columbia. The Commission did not receive any interventions regarding these applications.
  2. The transmitter in Burnt Hills will operate at 101.9 MHz (channel 270LP) with an effective radiated power (ERP) of 50 watts (effective height of antenna above average terrain (EHAAT) of 82.99 metres).
  3. The transmitter in Saskatoon Hill will operate at 89.3 MHz (channel 207LP) with an ERP of 50 watts (EHAAT of 156.3 metres).
  4. The transmitter in Rose Prairie will operate at 107.5 MHz (channel 298LP) with an ERP of 50 watts (EHAAT of 104.6 metres).
  5. The transmitter in Boston Bar will operate at 91.1 MHz (channel 216LP) with an ERP of 50 watts (EHAAT of -537.2 metres).
  6. CIAM Media & Radio indicated that the new FM transmitters will provide service to the nearby Indigenous communities. It stated that the broadcast needs of those communities will be covered from an overall community perspective (in a non-commercial format) that will ultimately enhance the diversity of radio services available in the areas.
  7. The licensee added that the new transmitters will broadcast programming only from CIAM-FM, but that the station’s programming team will be trained to produce station identifications for the four localities, as well as other distinct community-related programming, such as community messages, emergency and weather information, and road conditions.
  8. Pursuant to section 22(1) of the Broadcasting Act, these authorities will only be effective when the Department of Industry (the Department) notifies the Commission that its technical requirements have been met and that broadcasting certificates will be issued.
  9. Given that the technical parameters approved in this decision are for low-power FM undertakings, the Commission reminds the licensee that it will have to select other frequencies if the Department so requires.
  10. The transmitters must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 19 September 2019. To ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
