CFFR Calgary – Licence renewal and amendment
The Commission renews the broadcasting licence for the commercial radio station CFFR Calgary from 1 September 2017 to 31 August 2024.
Further, the Commission approves an application to amend the broadcasting licence for CFFR by deleting its conditions of licence pertaining to the Oldies format.
Applications
- Rogers Media Inc. (Rogers) filed an application (2016-0918-2) to renew the broadcasting licence for the commercial radio station CFFR Calgary, Alberta, which expires 31 August 2017.
- Rogers also filed an application (2016-0921-5) to amend the licence for CFFR by deleting the following conditions of licence:Footnote 1
- The licensee shall, as an exception to the percentage of Canadian musical selections set out in sections 2.2(8) and 2.2(9) of the Radio Regulations, 1986, in any broadcast week where at least 90% of musical selections from content category 2 that it broadcasts are selections released before 1 January 1981:
- in that broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety; and
- between 6 a.m. and 6 p.m., in the period beginning on Monday of that week and ending on Friday of the same broadcast week, devote 30% or more of its musical selections from content category 2 to Canadian selections broadcast in their entirety.
- The licensee shall specify, on the music lists it provides to the Commission, the year of release for all musical selections it broadcasts.
For purposes of this condition, the terms “broadcast week”, “content category” and “musical selection” shall have the meaning set out in section 2 of the Radio Regulations, 1986.
- The licensee shall, as an exception to the percentage of Canadian musical selections set out in sections 2.2(8) and 2.2(9) of the Radio Regulations, 1986, in any broadcast week where at least 90% of musical selections from content category 2 that it broadcasts are selections released before 1 January 1981:
- In support of its application, Rogers indicated that these conditions of licence no longer pertain to CFFR since the station now operates under a News/Talk format rather than an Oldies format.
- The Commission did not receive any interventions regarding these applications.
Commission’s analysis and decisions
- The Commission is of the view that the conditions of licence that Rogers requested to delete are no longer relevant given the format under which the station now operates. Should Rogers decide to once again broadcast musical selections on CFFR, it would be required to adhere to the regulatory requirement whereby at least 35% of the station’s musical selections drawn from content category 2 (Popular Music) must be devoted to Canadian musical selections broadcast in their entirety.
- Accordingly, the Commission approves the application by Rogers Media Inc. to amend the broadcasting licence for the commercial radio programming undertaking CFFR Calgary by deleting its conditions of licence pertaining to the Oldies format.
- The Commission also renews the broadcasting licence for CFFR from 1 September 2017 to 31 August 2024.
- The licensee shall adhere to the conditions of licence set out in Broadcasting Regulatory Policy 2009-62, as well as to the conditions set out in the broadcasting licence for the undertaking.
Reminder
- Pursuant to section 22 of the Broadcasting Act, the broadcasting licence renewed in this decision will cease to have any force or effect if the broadcasting certificate issued by the Department of Industry lapses.
Cultural diversity
- The Commission expects the licensee to reflect the cultural diversity of Canada in its programming and employment practices.
Employment equity
- Because the licensee is subject to the Employment Equity Act and files reports concerning employment equity with the Department of Employment and Social Development, its employment practices are not examined by the Commission.
