CBCS-FM Sudbury and its transmitter CBCJ-FM Timmins – Technical changes

  1. The Commission approves the application by the Canadian Broadcasting Corporation (CBC) to change the authorized contours of CBCJ-FM Timmins, a rebroadcasting transmitter of the English-language radio programming undertaking CBCS-FM Sudbury (Radio One), by relocating the transmitter site, decreasing the effective radiated power from 41,600 to 11,000 watts and increasing the effective height of antenna above average terrain from 97.7 to 193 metres.
  2. The CBC stated that the changes would allow it to combine the Radio One service with its ICI Radio-Canada Première service on a single antenna and would maintain excellent coverage in the Timmins region and its vicinity.
  3. The Commission received an intervention from an individual commenting on the application, to which the CBC replied. The public record for this application can be found on the Commission’s website at www.crtc.gc.ca or by using the application number provided above.
  4. In its intervention, the individual questioned whether the proposed changes would have an impact on some of the neighboring communities, such as Smooth Rock Falls, Cochrane, Foleyet and Gogama. It also inquired about the possibility of adding a new transmitter to serve Gogama and of replacing the AM station CBLF Foleyet with a new FM transmitter in Foleyet.
  5. The CBC replied that the Radio One signal in Cochrane is expected to diminish slightly, with minimal impact, and that the Radio One signal in Smooth Rock Falls is covered by CBOK-FM Kapuskasing. Further, the CBC stated that the communities of Foleyet and Gogama would not be impacted by the proposed changes as they are outside the coverage area for both the current and the proposed sites.
  6. Pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  7. The transmitter must be operational with implemented technical changes at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 11 July 2019. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
