RE:  Telecom Regulatory Policy CRTC 2015-177 – Regulatory framework for wholesale mobile wireless services - Follow-up process to finalize GSM-based wholesale roaming services proposed tariffs for the National Wireless Carriers - Terms and Conditions -  Further process

Dear Madam, Sir:

This letter sets out further process with regard to the terms and conditions for wholesale roaming services tariffs.

On 16 September 2016, parties filed final comments, which were to be limited to addressing new information concerning terms and conditions arising from the responses to requests for information posed on 17 June 2016. 

In these final comments, certain parties made new proposals regarding terms and conditions related to permanent roaming (the new proposals). In particular, Bell Mobility proposed at paragraphs 25-27 of its final comments that permanent roaming be allowed to the extent that it does not exceed 2% of a wholesale customer’s total network traffic while Bragg Communications Inc., carrying on business as “Eastlink” and Quebecor Media Inc. (on behalf of its affiliate Videotron G.P), at paras 30-37 and 10-13 of their respective final comments proposed that a minimal level of extended roaming be allowed as long as the aggregated permanent roaming traffic represents less than 10% of all roaming traffic. 

Staff considers that, in order to ensure a fair process and to encourage parties to continue to work towards a consensus view, parties should be given the opportunity to address the new proposals, and therefore sets out revised process as follows:
