Re: Eastlink TPIA Tariff Notice No. 36
The Commission received an application from Bragg Communications Inc., operating as Eastlink (Eastlink), dated 5 July 2016, in which it proposed revisions to Item 104 - Third Party Internet Access (TPIA).
Eastlink proposed to introduce two new Points of Interconnection (POI) locations for its wholesale TPIA service, one in Moncton, New Brunswick and the other in Stephenville, Newfoundland.
On 5 August 2016, the Commission received an intervention from Canadian Network Operators Consortium Inc. (CNOC) stating that it is not satisfied that there are at least two providers of transport services at each of the POI locations in New Brunswick and Newfoundland.
In order to assist the Commission in its consideration of this tariff notice, Commission staff requests that both Eastlink and CNOC provide further information on this issue. Specifically, Eastlink and CNOC are to provide, by 15 September 2016, the following:
- Confirm whether or not competitive transport service is available at the present time in each proposed POI location. The response should provide the names of all competitive transport service providers at each of the POI locations.
Eastlink and CNOC may file written comments with the Commission solely in relation to the responses to the above interrogatory, serving copies on all interested parties, by 21 September 2016.
Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to Commission staff at trichur.krishnan@crtc.gc.ca.
