RE: Bell Canada Part 1 application for forbearance from the regulation of Billing and Collection service – TELUS Communication Company procedural request

Dear Sir:

On 11 August 2016, the Commission received a letter from TELUS Communications Company (TCC) regarding Bell Canada’s (Bell) Part 1 application for forbearance from the regulation of Billing and Collection service (BCS).

TCC indicated that its letter comprised both its intervention on Bell’s Part 1 application and its own Part 1 application requesting forbearance for BCS. TCC requested that the Commission allow parties 30 days to file answers to TCC’s Part 1 application, in accordance with the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure (the Rules),Footnote 1 after which TCC would file its reply comments.

Commission staff notes that TCC’s Part 1 application seeking forbearance for BCS was posted on the Commission’s website on 15 August 2016.
Commission staff also notes that TCC served a copy of its Part 1 application on large and small incumbent local exchange carriers, competitive local exchange carriers (CLECs), and proposed CLECs, as well as on certain interveners in Bell’s Part 1 proceeding and other service providers.

In order to ensure that all parties adverse in interest have specific knowledge of the application, TCC is to, by 18 August 2016, either confirm that it has already served a copy of its application on all its current Billing and Collection wholesale customers, or serve a copy of its application on those customers.

Moreover, in order to provide all parties with adequate opportunity to comment on the application, the deadlines associated with TCC’s Part 1 application regarding BCS are modified as follows:
