Re: Sogetel Inc. Tariff Notice 176 – General Tariff
Dear Ms. Bégin,
On 15 March 2016, the Commission received an application by Sogetel Inc. (Sogetel), under Tariff Notice 176, in which the company proposed changes to its General Tariff to integrate the tariff pages of Téléphone Milot Inc. (Milot) which are different from its own. The company indicated that its application is a Group B tariff filing.
Paragraph 28(1) (a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.
Sogetel is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 19 August 2016.

Interrogatory
As a result of the merger between Sogetel and Milot, Sogetel has requested approval of its application for proposed revisions to various sections of its General Tariff (G.T.) CRTC 25130 to integrate Milot’s tariff pages which are different from its own. Milot’s customers will now become Sogetel’s and will use the same G.T.
Please respond to the following questions related to merging the two tariffs:
- Section 2.6.2.1.b) and c) – Intra-Exchange Distance Charges – Local data trunks and trunks with greater bandwidth than voice-quality trunks (pages 5 and 6, section 2.6 of Sogetel’s current G.T.)
Sogetel indicated that it wishes to replace this section with the one in Milot’s current tariff, modified to include maximum and minimum tariffs.
Q. – Since local data trunk circuits and trunks with greater bandwidth than those of voice-quality trunks, as per sections 2.6.2.1.b) and c) at pages 5 and 6 of the current section 2.6, are not included in the proposed section 2.6.2 tariff pages (proposed pages 3 and 4, section 2.6), please confirm if these services are being withdrawn. If so, please specify the grounds for this withdrawal and the number of customers affected.
- Section 2.13.3.2.a) – Call Management Services – Terms of service (current page 7, section 2.13 of Sogetel’s G.T.)
Q. – Should this section be revised to include the description of the Auto-attendant function found in section 2.13.3.2(v) of Milot’s G.T. (current page 5, section 2.13 of Milot’s G.T.)?
- Section 5.1.3 – Inter-exchange Distance Charges (proposed page 1, section 5.1)
Sogetel has indicated its wish to replace section 5.1 of its G.T. with the page approved for Milot in Telecom Order CRTC 2006-27. The proposed text states that "To determine the applicable long-distance rates, consult Bell Canada’s Tariff" [translation], which would replace the service description and rates in the current tariff pages of Sogetel’s G.T.
Q. – Please indicate if any clients would be subject to rate increases, and the consequences thereof.
- Section 5.5.1 – General (current pages 1 and 2, section 5.5 of Sogetel’s G.T.; current pages 1 and 2, section 5.5 of Milot’s G.T.)
Section 5.5.2 – Rates and charges (current pages 2 and 3, section 5.5. of Sogetel’s G.T.; current pages 2 and 3, section 5.5 of Milot’s G.T.)
The descriptions provided in the two tariffs for this section are different. In the descriptions, Milot refers to 10-digit phone numbers, while Sogetel refers to 7- and 8-digit numbers.
