RE:  Bell Canada Tariff Notice 7501

Dear Sir:

On 3 June 2016, the Commission received an application by Bell Canada under Tariff Notice 7501, in which it proposed revisions to its General Tariff in order to destandardize certain Items and a portion of various other Items as specified in the Table it had provided in its application.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

Bell Canada is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by (above date plus 1 week).

Request for information – Bell Canada Tariff Notice 7501

  1. In its application, Bell Canada lists the Tariff Items that are included in its application, and for each Tariff Item, the number of regulated customers and the substitute service(s) available. Tariff Item 2222, Flexibility 4 Bundle, is not included in this list; however, the accompanying proposed tariff pages include Tariff Item 2222.
    1. Confirm that the company proposes to grandfather Tariff Item 2222 and, if yes, identify the number of regulated customers and the substitute service(s) available to customers currently subscribing to this service.
  2. At paragraph 2 of the application, the company states:

    “As an exception to standard grandfathering practice, we will permit customers currently subscribed to these services to retain them if they move and do not change their service.  However, if they make a change to their service, they will not be permitted to retain these services, and if customers remove one or more of the services, they will not be permitted to add them back in the future.”

  3. Explain the difference between the phrase ‘make a change to their service’ and the phrase ‘remove one or more of the services’ and how the proposed rule associated with each phrase would be applied, providing details and/or examples for each Tariff Item.
