RE: Telecom Regulatory Policy CRTC 2015-177 – Regulatory framework for wholesale mobile wireless services – Follow-up process to finalize GSM-based wholesale roaming services proposed tariffs for the National Wireless Carriers – Modification to procedural dates following requests for extension

Dear Madams/Sirs:

By letter dated 24 June 2016, Rogers Communications Canada Inc. (Rogers) requested modifications with respect to the procedural dates set out in the Commission staff’s letter issued 21 June 2016 regarding the proceeding to review and finalize the proposed tariffs pages for GSM-based wholesale roaming services.

Rogers submitted that it had received a large number of requests for information seeking detailed cost information and requiring internal resources from a number of departments. As a result, Rogers stated that it would be unable to address all of the requests for information by the due date (i.e. 8 July 2016).

Rogers also submitted that the costing personnel are currently fully engaged in finalizing Third Party Internet Access (TPIA) service cost studies and tariff filings, which are due on June 30, 2016 as outlined in Secretary General letter dated April 19, 2016 in regard to Telecom Decision CRTC 2016-117Footnote 1 .

Rogers requested that the filing date for responses be revised to 5 August 2016.
By letters dated 24 June 2016, TELUS Communications Company and Bell Canada supported Rogers’s request.

In light of the above, it would seem appropriate to revise the deadlines as follows:

  1. All parties that received requests for information are to file responses with the Commission by 5 August 2016.
  2. Any request for further information or public disclosure of information designated confidential by the national wireless carriers must be made 12 August 2016.
  3. The national wireless carriers are to file their response to requests for further information and public disclosure by 19 August 2016.

Commission staff expects that after the requests for further information and public disclosure are disposed of, there will be further process to allow parties an opportunity for further comment and reply.

Parties are asked to serve all other parties with any documents filed in this proceeding, and to send an electronic copy directly to the following Commission staff:
