RE: Telecom Regulatory Policy CRTC 2015-177 – Regulatory framework for wholesale mobile wireless services – Follow-up process to finalize GSM-based wholesale roaming services proposed tariffs for the National Wireless Carriers – Second schedule change

Dear Madams/Sirs:

By letter dated 11 May 2016, TELUS Communications Company (TELUS) requested modifications with respect to the procedural dates set out in the Commission staff’s letter issued 30 March 2016 regarding the proceeding to review and finalize the proposed tariffs pages for GSM-based wholesale roaming services.

In particular, TELUS requested an extension to 3 June 2016 (originally 19 may 2016) for the national wireless carriers to file reply comments to the interventions filed on 9 May 2016. TELUS submitted that the current timeframe is not sufficient to properly consider interveners comments and formulate its reply. TELUS did not propose any other changes to the existing procedural dates.

By letter dated 12 May 2016, Bell Canada supported TELUS’ request for an extension given that parties have filed detailed interventions with respect of proposed tariffs and supporting cost studies, and that additional time is appropriate to file a comprehensive reply.

In addition, by letter date 12 May 2016, Bragg Communications Inc., carrying on business as “Eastlink,” Quebecor Media Inc., on behalf of its affiliate Videotron G.P., and WIND Mobile Corp. (the “New Entrants”) submitted that TELUS’ extension request would negatively impact the New Entrants’ and other parties’ ability to formulate detailed interrogatories under the next phase of the proceeding.

Specifically, New Entrants submitted that the Commission should grant an extension to no later than 26 May 2016.

On 12 May 2016, the Commission also received comments from Ice Wireless Inc. supporting the extension from 19 may 2016 to 3 June 2016 as requested by TELUS. However, Ice Wireless requested that the Commission modify the current schedule in order to preserve procedural fairness for all parties.

On 13 May 2016, Rogers Communications also supported TELUS’ proposed date change for the same reasons outlined in its request.

Taking into consideration the comments submitted by parties, Commission staff hereby informs all parties that the procedural dates of above-noted proceeding are modified as follows:

  1. The national wireless carriers may file their reply comments to the interventions from parties by 31 May 2016.
  2. Parties, including the national wireless carriers, and Commission staff may submit requests for information by 17 June 2016.
  3. The national wireless carriers are to file responses to requests for information from parties and Commission staff by 8 July 2016.
  4. Any request for further information or public disclosure of information designated confidential by the national wireless carriers must be made 15 July 2016.
  5. The national wireless carriers are to file their response to requests for further information and public disclosure by 22 July 2016.

Commission staff expects that after the request for further information and public disclosure are completed, further process will be set out to allow parties an opportunity for further comment and reply.

Parties are asked to serve all other parties with any documents filed in this proceeding, and to send an electronic copy directly to the following Commission staff:
