Re: Review of basic telecommunications services, Telecom Notice of Consultation 2015-134Footnote 1 – Request for information to Internet service providers

As part of the above-noted proceeding, the Commission is examining the question of monthly data allowances (data caps) offered by Internet service providers in their Internet service offerings as well as the actual monthly data usage by customers. Pursuant to section 37 of the Telecommunications Act (the Act), the Commission may require that persons provide it with information necessary for the administration of the Act.

Attached is a request for information for which a response is required by 5 May 2016. The response must be received, not merely sent, by that date.

Requests for information

  1. For each of the company’s currently advertised retail residential and business broadband Internet service plans (for each service delivery technology, excluding mobile wireless), provide the following information:
    1. General information on the package, including download and upload speeds, data allowance, monthly retail price and number of subscribers; and
    2. Average monthly data consumption (upstream, downstream and combined) by subscribers to these specific packages.

The data should be based on the fourth quarter of 2015 (i.e. October, November and December).  If service packages have different data allowance options, include information for each of these options. If services are provided in different regions using different parameters (e.g. price and/or data allowance), provide information for each region-specific service. For clarity, provide the information in a table using the format suggested on the following page (sample information is inserted for illustrative purposes).
