RE: Telecom Regulatory Policy CRTC 2015-177 – Regulatory framework for wholesale mobile wireless services – Follow-up process to finalize GSM-based wholesale roaming services proposed tariffs for the National Wireless Carriers – Modification to procedural dates
Dear Madams/Sirs:
By letter dated 28 March 2016, Rogers Communications Partnership (Rogers) requested modifications with respect to the procedural dates set out in the Commission staff’s letter issued 18 March 2016 regarding the proceeding to review and finalize the proposed tariffs pages for GSM-based wholesale roaming services.
In particular, Rogers requested that the start date of the next steps commence three weeks later (i.e. 2 May 2016 instead of 8 April 2016) because of Rogers’ and the other national wireless carriers’Footnote 1 participation in the Oral Hearing associated with Telecom Notice of Consultation CRTC 2015-134Footnote 2 commencing on 11 April 2016.
By letter dated 29 March 2016, Bell Canada supported Rogers’s request for changes to the schedule and further requested that the due date for interventions from interested parties be modified to 9 May 2016 (instead of 2 May 2016 as requested by Rogers) and that the remainder of the schedule be changed accordingly due to resource availabilities.
The Commission received comments from Quebecor Media Inc. on behalf of its affiliate Videotron G.P, Ice Wireless Inc., WIND Mobile Corp., Vaxination Informatique, TELUS Communications Company, and Canadian Network Operators Consortium Inc. (CNOC) supporting the request for a change in the procedural dates.
Commission staff considers the request to be reasonable and hereby informs all parties that the procedural dates of above-noted proceeding is modified as follows:

All interested persons may file interventions in relation to the national wireless carriers’ economic studies in support of the proposed cost-based rates and the terms and conditions included in the proposed tariff pages by 9 May 2016 (initially 8 April 2016). Commission staff advises that only interested persons who participate at this stage may submit requests for information or participate in future rounds of this proceeding.

The national wireless carriers may file their reply comments to the interventions from parties by 19 May 2016.

Parties, including the national wireless carriers, and Commission staff may submit requests for information by 9 June 2016.

The national wireless carriers are to file responses to requests for information from parties and Commission staff by 30 June 2016.

Any request for further information or public disclosure of information designated confidential by the national wireless carriers must be made 8 July 2016.

The national wireless carriers are to file their response to requests for further information and public disclosure by 15 July 2016.
Commission staff expects that after the request for further information and public disclosure are completed, further process will be set out to allow parties an opportunity for further comment and reply.
Parties are asked to serve all other parties with any documents filed in this proceeding, and to send an electronic copy directly to the following Commission staff:
