Dear Mrs. Wheeler,

Re: Renewal of television licences held by large English- and French-language ownership groups – Disclosure of information designated as confidential – Initial Response from Rogers Media Inc. (Application no. 2016-0009-9)

This is in reference to Rogers Media Inc.’s (Rogers Media) letter dated 13 July 2016 in which it responds to the Commission’s request regarding the disclosure of the projected Canadian programming expenditures (CPE) for the 2015-2016 to 2020-2021 broadcast years for its Television Network licence in Appendix 4.  More specifically, Rogers Media argued that, in accordance with past Commission practice and the Canadian Radio-Television and Telecommunications Commission Rules of Practice and Procedure, confidentiality of the requested information is warranted given that that this information constitutes projected financial information related to only one program – Hockey Night in Canada.

The Procedures for filing confidential information and requesting its disclosure in Commission proceedings (Broadcasting and Telecom Information Bulletin CRTC 2010-961) indicate that the Commission generally accepts that programming costs for individual programs or series are treated in a confidential manner.

Accordingly, the projected CPE for the 2015-2016 to 2020-2021 broadcast years for its Television Network licence will not be disclosed.

Yours sincerely,

Scott Hutton
Executive Director, Broadcasting
