Re: Complaint alleging non-compliance against the community channels of Videotron Inc. broadcast distribution undertakings in various regions of Quebec
This letter is in reference to a complaint filed by Independent Community Television – Montreal (ICTV) dated 5 November 2015 to the Canadian Radio-television and Telecommunications Commission. In this complaint, ICTV is alleging that the broadcasting distribution undertakings operated by Videotron Inc. (Vidéotron) in the licensed service areas in the regions of Montreal, Bas-Saint-Laurent, Cap-de-la-Madeleine, Outaouais, Quebec, Saguenay-Lac-Saint-Jean, Sherbrooke and Sorel-Tracy are in non-compliance with their community programming obligations regarding local and access programming.
Since the parties related to this complaint are also involved in the review of the policy framework for local and community television programming, CRTC 2015-421, the deadlines to participate to this complaint’s process will be the following:
- End of the intervention period: 15 April 2016;
- Response by Videotron: 25 April 2016;
- Replies by ICTV: 5 May 2016.
