CJMD-FM Lévis – Technical amendments
- The Commission approves the application by Radio communautaire de Lévis to change the authorized contours of the radio programming undertaking CJMD-FM Lévis, Quebec, by changing the transmitter class from A1 to A and by increasing the average effective radiated power (ERP) from 110 to 509 watts (maximum ERP from 216 to 1,000 watts, with an effective height of antenna increasing from 10.2 to 18.9 metres). All other technical parameters will remain unchanged. The Commission did not receive any interventions regarding this application.
- The licensee indicated that these amendments will allow it to extend its service area to improve the coverage of its target market, i.e. the limits of the city of Lévis' districts. It stated that the deficiency of its signal prevents potential listeners from receiving its programming, creating much dissatisfaction, as reflected in the many complaints received by the station to that effect. The licensee added that the signal's poor quality has also resulted in a decrease in advertising revenues.
- The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
- The transmitter must be operational with implemented technical changes at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 11 October 2018. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
