CKYY-FM Welland - Technical changes

The Commission approves the application by R.B. Communications Ltd. (RBC) to change the authorized contours of the English-language radio programming undertaking CKYY-FM Welland, Ontario by increasing its average effective radiated power (ERP) from 564 to 763 watts (maximum ERP from 3,100 to 4,250 watts) and by changing the transmitter class from A to B1. All other technical parameters will remain unchanged. The Commission received an intervention in support of this application.

The Commission approved the application by RBC for a broadcasting licence to operate this radio station in English-language FM radio station in Welland, Broadcasting Decision CRTC 2014-345, 26 June 2014 (Broadcasting Decision 2014-345). In that decision, the Commission considered that RBC’s proposal maximized the use of frequency 89.1 MHz in and around Welland. Although the proposed primary contour for the station did not encompass Welland due to the requirement to protect incumbent stations from additional interference, the proposed secondary contour would be capable of fully serving the city.

In regard to the present application, RBC stated that the station’s custom antenna, which was ordered and constructed after the publication of Broadcasting Decision 2014-345, was designed to limit radiation towards the U.S. as well as towards other Canadian FM radio stations to the west and north of Welland that must be protected. It noted that a full-scale test of that antenna gave rise to an opportunity for a modest increase to CKYY-FM’s ERP, and thereby improve coverage to the city within the station’s primary contour.

Pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

The transmitter must be operational with implemented technical changes at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 23 August 2018. To ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
