CFWH-FM Whitehorse and its transmitters – Licence renewal

  1. The Commission renews the broadcasting licence for the English-language FM radio programming undertaking CFWH-FM Whitehorse and its transmitters CBDB Watson Lake, CBDC-FM Mayo, CBDF-FM Haines Junction, CBDK Teslin, CBDL-FM Destruction Bay, CBDM Beaver Creek (Takhini River Subdivision), CBDN Dawson, CBQF Carmacks, CBQJ Ross River, CBQK-FM Faro and CFWH-FM-1 Whitehorse, Yukon, and CBUA-FM Atlin, British Columbia, from 1 September 2016 to 31 August 2018. The conditions of licence are set out in the appendix to this decision. CFWH-FM operates as part of the CBC Radio One network.
  2. The licensee requested a two-year licence term for this station so that the broadcasting licence would expire at the same time as the licences for all of its English- and French-language services.
  3. The licensee also asked to operate the station under the same terms and conditions as those set out in Canadian Broadcasting Corporation – Licence renewals, Broadcasting Decision CRTC 2013-263 and Broadcasting Orders CRTC 2013-264 and 2013-265, 28 May 2013. 
  4. The Commission did not receive any interventions regarding this application.

Reminder

  1. Pursuant to section 22 of the Broadcasting Act, the broadcasting licence renewed in this decision will cease to have any force or effect if the broadcasting certificate issued by the Department of Industry lapses.

Appendix to Broadcasting Decision CRTC 2016-131

Conditions of licence for the English-language FM radio programming undertaking CFWH-FM Whitehorse and its transmitters CBDB Watson Lake, CBDC-FM Mayo, CBDF-FM Haines Junction, CBDK Teslin, CBDL-FM Destruction Bay, CBDM Beaver Creek (Takhini River Subdivision), CBDN Dawson, CBQF Carmacks, CBQJ Ross River, CBQK-FM Faro and CFWH-FM-1 Whitehorse, Yukon, and CBUA-FM Atlin, British Columbia

  1. In each broadcast week, the licensee shall devote at least 50% of its musical selections from content category 2 (Popular Music) to Canadian selections.
  2. In each broadcast week, the licensee shall devote at least 20% of its musical selections from content category 3 (Special Interest Music) to Canadian selections.
  3. In each broadcast week, the licensee shall devote at least 25% of its musical selections from content subcategory 31 (Concert) to Canadian selections.
  4. In each broadcast week, the licensee shall devote at least 20% of its musical selections from content subcategory 34 (Jazz and blues) to Canadian selections.
  5. The licensee’s national news and information programming shall reflect the country’s regions and official language minority communities and promote respect and understanding between them.
  6. The licensee shall adhere to the Equitable Portrayal Code, as amended from time to time and approved by the Commission. However, the application of the foregoing condition of licence will be suspended if the licensee is a member in good standing of the Canadian Broadcast Standards Council.
  7. By November 30 of each year, the licensee will provide a report, in a form acceptable to the Commission, containing the results of an English-language official language minority communities (OLMCs) audience perception survey on how well the Corporation’s English-language television and radio services are reflecting OLMCs.
  8. The licensee shall not broadcast any advertising (category 5) except:
    • during programs available to the network only on a sponsored basis; or
    • as required to fulfill the requirements of the legislation of the Parliament of Canada pertaining to elections.
