The Commission approves the application by Native Communications Inc. to amend the broadcasting licence for the Type B Native radio programming undertaking CINC-FM Thompson, Manitoba by changing the frequency of its rebroadcasting transmitter CIWM-FM Brandon, Manitoba from 91.5 MHz (channel 218) to 107.5 MHz (channel 298), and to modify CIWM-FM’s authorized contours by changing the transmitter class from C to A, by decreasing the effective radiated power from 100,000 to 2,700 watts, by decreasing the effective height of antenna above average terrain from 325.6 to 13.8 metres, and by relocating the transmitter site. The Commission did not receive any interventions in connection with this application.

The licensee stated that the technical changes for CIWM-FM are required to address the limited revenues from the Brandon region, which do not meet the budgetary costs associated with running a major transmitter site.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

The transmitter must be operational with implemented technical changes at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 16 March 2018. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
