RE: Small incumbent local exchange carriers (small ILECs) Various Tariffs Notices (TN) for direct connect (DC) – Request for extension for filing responses to requests for information

On 22 June 2015, Brooke Telecom Co-operative Ltd., Cochrane Telecom Services, Téléphone de Courcelles, Gosfield North Communications Co-operative Limited, Hay Communications Co-operative Limited, HuronTel, Téléphone de Lambton, The Lansdowne Rural Telephone Company Ltd., Téléphone Milot inc., Mornington Communications Co-op Ltd., Nexicom Telecommunications, Nexicom Telephones, North Frontenac Telephone Corp., North Renfrew Telephone Company Limited o/a NRTC Communications, Quadro Communications Co-operative Inc., Roxborough Telephone Company Limited, Sogetel inc., Téléphone de St-Ephrem, La Compagnie de Téléphone de St-Victor, Tuckersmith Communications Co-operative Limited, La Compagnie de Téléphone Upton Inc., and WTC Communications (collectively, the small ILECs) filed for Commission approval tariff pages for direct connect (DC) service in which the proposed rates were supported by cost studies.

On 22 October 2015, Commission staff issued requests for information seeking supporting information from the small ILECs on the above-noted files and set out additional process as follows:

• 23 November 2015 – small ILECs provide their responses to the requests for information,
• 3 December 2015 - any party that has already submitted comments on the above-noted files may comment on the small ILECs responses; and
• 14 December 2015 - the small ILECs may reply to the points raised by the interveners.

On 6 November 2015, the small ILECs, filing collectively through the Canadian Independent Telephone Company Joint Task Force, requested that the dates set out in Commission staff’s 22 October 2015 letter be revised to 8 December 2015, 18 December 2015, and 15 January 2016, respectively. The small ILECs submitted that it is not possible to meet the original dates given the volume of data that will need to be processed, the small ILECs involvement in Telecom Notice of Consultation CRTC 2015-134, Review of basic telecommunications services, 9 April 2015, and the small ILECs participation in the information-gathering process related to Network & Interconnection Migration to Internet Protocol.

Commission staff considers that the extension request is reasonable in light of the small ILECs limited resources and involvement in other Commission proceedings and information-gathering processes. Accordingly, the small ILECs are to provide their responses to the requests for information by no later than 8 December 2015. Any party that has already submitted comments on the above-noted files may comment on the small ILECs responses by no later than 18 December 2015. The small ILECs may reply to the points raised by the interveners by no later than 15 January 2016.
