RE:  Tariff Notice 318 – Centrex Service II

Dear Sir:

On 6 August 2015, the Commission received an application by SaskTel, under Tariff Notice 318 (TN 318), in which the company proposed to withdraw the Perimeter feature of the Centrex Service II from its General Tariff.

Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

SaskTel is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 21 October 2015.

Consequently, this application, along with any associated subsequent revisions, will not be approved on a final basis on the 45th business day following receipt.  However, the Commission intends to dispose of this application by the end of November 2015.

  1. In its Attachment titled Withdrawal Application – Perimeter Features of Centrex II, SaskTel stated that some current customers of Perimeter were a fit for Hosted Contact Centre (HCC) service. SaskTel also proposed to waive any implementation fees associated with moving customers to that service.
    1. Given that Centrex II and HCC services are different, and that HCC includes a significant number of features that are not available with Perimeter, provide a comparison of the total charges, broken down by service items, applicable to a typical Centrex II customer subscribing to the Perimeter feature versus the charges that the same customer would incur if they subscribed to HCC service.
    2. Given that the technologies involved in Centrex II and HCC are different, identify what additional equipment and/or services a customer migrating to HCC would need as well as related costs.
    3. Discuss, with examples, any difficulties that a customer migrating to HCC might face. Indicate what support and/or help SaskTel provides to migrating customers who cannot currently support HCC.
    4. Confirm whether any customer subscribing to the Perimeter feature has expressed interest and/or concern regarding SaskTel’s proposed migration to HCC since SaskTel submitted TN 318. Further, identify whether any Perimeter customer has since migrated to HCC.
    5. Identify any other available alternatives to the Perimeter features of Centrex II service for customers who cannot support or afford HCC.
  1. In the Attachment, SaskTel stated that there are currently 10 customers using the Perimeter feature, including 1 Primary PSAP and 2 secondary PSAPs. SaskTel also stated that it was working with PSAP customers to migrate them to a new 9-1-1 call handling service to replace Perimeter, thus reducing the number of Perimeter customers to eight.  SaskTel then stated that the remaining seven Perimeter customers are a fit for HCC.
    1. Confirm the number of PSAPs SaskTel will be migrating to a new 9-1-1 call handling service. If less than the three PSAPs identified by SaskTel, explain with rationale what SaskTel proposes to provide as an alternative to the Perimeter feature to the PSAP(s) that will not be migrating to the new 9-1-1 call handling service.
    2. Confirm the number of customers other than PSAPs that currently use the Perimeter feature. If more than the seven customers that SaskTel stated are a fit for HCC, explain with rationale what SaskTel proposes to provide as an alternative to the Perimeter feature to the customer(s) that are not a fit for HCC.
