RE:  SaskTel Tariff Notice 316 – General Tariff

Dear Sir:

On 23 July 2015, the Commission received an application by Saskatchewan Telecommunications (SaskTel), under Tariff Notice 316, in which the company proposed to withdraw the Auto Call Back and Group Speed Dial components from the Basic Package of SaskTel’s Integrated Business Communications (IBC) Service.

The company also proposed to remove terms and language related to forborne services from the IBC Service.
Paragraph 28(1)(a) of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure provides that the Commission may request parties to file information or documents where needed.

SaskTel is requested to provide comprehensive answers, including rationale and any supporting information, to the attached questions by 13 October 2015.

ATTACHMENT

  1. In SaskTel’s Attachment titled Application to Withdraw – SaskTel Integrated Business Communications Service, SaskTel stated that it has elected to impact only customers subscribing to the Basic Package “who actually want to keep” the Auto Call Back and Group Speed Dial features.  The company also stated that there are 15 customers affected by the withdrawal of the service.
    1. With regard to the 15 customers that SaskTel stated would be affected:
      1. Does this represent the total number of customers subscribing to the Basic Package at the time SaskTel filed its application; or
      2. Does this represent only the number of customers subscribing to the Basic Package that want to keep the Auto Call Back and Group Speed Dial features?
    2. If the 15 customers represent the total number of customers subscribing to the Basic Package at the time of SaskTel’s application, confirm, if this information is available, how many of the 15 want to keep the Auto Call Back and Group Speed Dial features.
    3. If the 15 customers represent only the number of customers subscribing to the Basic Package that want to keep the Auto Call Back and Group Speed Dial features:
      1. Confirm the total number of customers subscribing to the Basic Package at the time of SaskTel’s application.
      2. Confirm that all customers subscribing to the Basic Package were notified of this withdrawal application, in accordance with Telecom Information Bulletin 2010-455, not just those that wish to keep the Auto Call Back and Group Speed Dial features.
  2. In SaskTel’s above-noted Attachment to its application, SaskTel stated that it did not include the cost of the Auto Call Back and Group Speed Dial features in the cost of the Basic Package at the time of the initial tariff filing.
    1. Provide a cost study for the Basic Package with the cost of the Auto Call Back and Group Speed Dial features included.
  3. In its application, SaskTel noted that rate ranges have been approved for IBC Service and that the ranges for the Basic Package and the Standard Package (the cheapest alternative package allowing customers to maintain the Auto Call Back and Group Speed Dial features) overlap.  The company stated that it could attain the desired price point for packages including these features through already approved rate ranges.  However, SaskTel also stated that customers subscribing to the Basic Package that want to keep the Auto Call Back and Group Speed Dial features could switch to the Standard Package and maintain their service.
    1. Confirm the price that SaskTel currently charges for both its Basic and Standard Packages.
    2. Would customers subscribing to the Basic Package that switch to the Standard Package, in order to keep the Auto Call Back and Group Speed Dial features, be charged the rate identified above that is currently applicable for the Standard Package?  If not, what rate would they be charged?
    3. Did SaskTel consider the following alternatives:
      1. Destandardizing the Auto Call Back and Group Speed Dial features within the Basic Package, such that existing customers would keep these features but they would not be available for new customers.
      2. Retaining the Auto Call Back and Group Speed Dial as optional features in the Basic Package, but applying a price differential for those customers that want to keep these features vs. those that choose not to?
      3. A combination of the two alternatives above such that the Auto Call Back and Group Speed Dial features would be destandardized in the Basic Package, with a price differential for those customers that want to keep these features vs. those that choose not to.
      4. Retaining the Auto Call Back and Group Speed Dial as optional features in the Basic Package, but raising the rate for the Basic Package in accordance with the already approved rate range.
    4. If SaskTel did not consider the alternatives discussed above, would it do so now?
    5. If SaskTel did consider any or all of the alternatives discussed above, but rejected them, explain why they were rejected.
