Re: Review of basic telecommunications services, Telecom Notice of Consultation 2015-134Footnote 1 – Disclosure of certain information from the Data Collection System (DCS)

On 19 June 2015, the Commission received a request from ACORN Canada, Consumers’ Association of Canada, Council of Senior Citizens Organizations of British Columbia, National Pensioners Federation, and the Public Interest Advocacy Centre (PIAC) (collectively, PIAC et al.) to disclose certain information collected via the Commission’s Data Collection System (DCS) to be used in this proceeding.
Specifically, PIAC et al. requested that the Commission disclose on the record of this proceeding the up-to-date aggregate amounts of each of the following items, on a yearly basis, since the inception of the National Contribution Fund:Footnote 2

By letter dated 26 June 2015, the SSi Group of Companies stated that it was not opposed to the release of this information at a nationally aggregated level.

In a Commission staff letter dated 7 May 2015, it was announced that certain information gathered from telecommunications service providers (TSPs) through the DCS would be relied upon in this proceeding.Footnote 3 Specifically, DCS information from the year 2011 and onward pertaining to telecommunications services revenues, pricing, demand, financial information, and network information/facilities was made part of the record of the proceeding.

Commission staff considers that the release of the information requested by PIAC et al. on an aggregate basis from the year 2011 and onward would facilitate meaningful participation by interested persons. Commission staff also considers that the public interest in disclosure of this information outweighs any specific direct harm that may result from disclosure of the information.

Accordingly, the information requested by PIAC et al. for the years 2011 to 2014 is disclosed in the attachment to this letter.
