Re : Complaint alleging non-compliance against the community channels of Videotron broadcast distribution undertakings in certain regions of Quebec
Dear Ms. Tabet,
The Commission is in receipt of a complaint dated 5 November 2015 from Independent Community Television – Montreal (copy enclosed) alleging that the broadcasting distribution undertakings operated by Videotron in the licensed service areas in the regions of Montréal, Bas-Saint-Laurent, Cap-de-la-Madeleine, Outaouais, Québec, Saguenay-Lac-Saint-Jean, Sherbrooke and Sorel-Tracy are in non-compliance with their community programming obligations regarding local and access programming.
The complaint will be dealt with under Part 1 of the CRTC Rules of Practice and Procedure. As such, Québecor Média may file an answer with the Commission within 30 days from today’s date, as the Commission is posting the application on its website today.
We request that you include the following information within Québecor Média’s answer to the complaint, for the community channels operated in the areas designated in the complaint and for the broadcast week of 25 to 31 October 2015:
- a table summarizing the number of hours of local and access programming broadcast in each locality;
- a copy of the program logs, showing all information specified in section 33(1)b) of the Broadcasting Distribution Regulations supporting the tables; and
- a short description of each program included in the programs logs, including, for access programming, the name and role of the community member(s) obtaining access.
We also request that you retain a clear and intelligible audiovisual recording of each program distributed on the designated community channels during the broadcast week of 25 to 31 October 2015, in application of Section 33(2)b) of the Broadcasting Distribution Regulations.
