Review of the regulatory framework for French-language vocal music (FVM) applicable to the French-language commercial radio sector

The Commission wishes to inform you that you are invited to appear at the public hearing being held at the TRYP Québec Hôtel PUR, room AB, 395 Couronne Street, Québec, Quebec. The hearing commences on 16 November 2015 at 9:30 AM and is expected to last one week.

Objectives of the proceeding

The objective of the public proceeding in question is to revise the current regulatory framework and to put in place necessary measures to ensure that the French-language commercial radio sector can effectively support French-language Canadian artists to, in turn, enrich the broadcasting system.

In the context of its review of the contribution of commercial radio stations to French-language vocal music, the Commission must take into account the larger contribution of elements in the Canadian broadcasting system to French-language Canadian creators and artists. To do so, we consider that your presence would bring a unique contribution to the hearing and would be a valuable asset to promote the exchange of ideas.

Stingray Digital Group Inc. could bring an interesting perspective at the hearing on the support towards French-language vocal music Canadian artists.

The Commission wishes to discuss issues such as the reach and contributions of your services offered on different platforms (television, online and mobile) towards the promotion and discovery of French-language vocal music.

Please note that phase I of the hearing will be held from 16 to 18 November. The Commission invites you to appear on 18 November 2015. Please confirm your presence by email to hearing@crtc.gc.ca  by no later than 4 PM on Wednesday, 21 October 2015. You will find information regarding your presentation as well as the details relating to your appearance in annex to this letter.

Annex 1 – Additional information relating to the hearing

  1. Information regarding your presentation

A maximum of ten (10) minutes is granted for your presentation; questions from panel members may follow.

We must be advised in advance of any audio-visual presentation (the duration of which must be included in your allocated presentation time) as you will be required to make arrangements to rent technical equipment if necessary. To facilitate the interpretation of these audio-visual presentations, the Commission requests that you provide a transcript (2 copies) for the interpreters at the hearing. Please note that this transcript will not be added to the public record, it is solely for the use of the interpreters.

At the Hearing, we ask that you provide forty (40) copies of:

The Commission would appreciate if you could bring an electronic version of your presentation to be given to the Hearing secretary, the examination room or the Court Reporter prior to your presentation.

  1. Order and Estimated Date of Appearance

The order of appearance of the participants at the Hearing are will be available on the Commission’s website at the following address by no later than 23 October 2015: http://www.crtc.gc.ca/broadcast/eng/hearings/2015/ag16_11.htmand will be updated, if necessary, prior to the Hearing.

Participants are responsible for monitoring the progress of the Hearing so that they will be aware of any Commission directives and ready to make their presentation on the day scheduled or, if necessary, the day before or after their scheduled date of appearance depending on the progress of the Hearing. Please note that an audio link will be available throughout the Hearing on the Commission's website at www.crtc.gc.ca.
