FORMAL NOTICE TO APPEAR AT A PUBLIC HEARING

Subject: Broadcasting Notice of Consultation CRTC 2015-318
Review of the regulatory framework for French-language vocal music applicable to the French-language commercial radio sector

Following your ministry’s intervention relating to the above-noted process, the Commission wishes to inform you that you are invited to appear at the public hearing being held at the TRYP Québec Hôtel PUR, room AB, 395 Couronne Street, Québec, Quebec. The hearing commences on 16 November 2015 at 9:30 AM and is expected to last one week.

Objectives of the proceeding

The objective of the public proceeding in question is to revise the current regulatory framework and to put in place necessary measures to ensure that the French-language commercial radio sector  can effectively support French-language Canadian artists to, in turn, enrich the broadcasting system.

Given that the Quebec governement is a key player in reaching the objective mentioned above, we consider that your presence is essential and believe that it would bring a unique contribution to the hearing and would be a valuable asset to promote the exchange of ideas.

You will find information regarding your presentation as well as the details relating to your appearance in annex to this letter.

Please note that phase I of the hearing will be held on 16 and 17 November as well as the morning of 18 November. The Commission exceptionally agrees to plan your appearance at a time which you deem to be convenient, if possible.  Please advise us of your availabilities by e-mail at lynda.roy@crtc.gc.ca by no later than 13 October 2015.

Annex 1 – Additional information relating to the hearing

  1. Information regarding your presentation

The Panel Members sitting at the hearing have reviewed your intervention and therefore expect you to briefly and clearly highlight what you consider to be the most important points of your intervention. To that end, a maximum of twenty (20) minutes is granted for your presentation; questions from panel members may follow.

Pursuant to section 41 of the Rules of Practice and Procedures, you must not submit evidence at the public hearing unless it supports statements already on the public record.  If you wish to introduce new evidence as an exception to this rule, you must ask permission from the Panel of the hearing before you do so.

We must be advised in advance of any audio-visual presentation (the duration of which must be included in your allocated presentation time) as you will be required to make arrangements to rent technical equipment if necessary. To facilitate the interpretation of these audio-visual presentations, the Commission requests that you provide a transcript (2 copies) for the interpreters at the hearing. Please note that this transcript will not be added to the public record, it is solely for the use of the interpreters.

At the hearing, we ask that you provide forty (40) copies of:

The Commission would appreciate if you could bring an electronic version of your presentation to be given to the Court Reporter prior to your presentation.

  1. Order and Estimated Date of Appearance

The order of appearance of the participants at the hearing are will be available on the Commission’s website at the following address on 16 October 2015 (http://www.crtc.gc.ca/broadcast/eng/hearings/2015/ag16_11.htm) and will be updated, if necessary, prior to the hearing.

  1. Notification of attendance and related information

As noted above, phase I of the hearing will be held on 16 and 17 November as well as the morning of 18 November. The Commission exceptionally agrees to plan your appearance at a time which you deem to be convenient, if possible.  Once you have received this letter, please advise us by e-mail at lynda.roy@crtc.gc.ca by no later than 13 October 2015 of your preference concerning the day during which you wish to appear. Please also indicate whether you prefer to appear during the morning or the afternoon. Please note that it is impossible for the Commission to confirm a precise time for your appearance. In addition, we would ask that you file the following information:
