Re: Request to extend intervention period
Dear Mr. Leclerc:
We are in receipt of your letter dated 1 September 2015, in which you request that the intervention period for the above-mentioned proceeding be extended from 14 September to 21 September 2015 for the following reasons:
- The intervention period [56 days], which took place over the summer period, is not sufficient to prepare your submission;
- The difficulty finding an external consultant to help you, from the limited pool of consultants specialized in the French-language market, has delayed the preparation of your submission;
- Most of your human and financial resources are currently tied up by the launch of a new station on 2 September 2015; and
- As a small, independent player in the Quebec market, Leclerc can make a unique contribution in this process.
The review of the regulatory framework for French-language music was initially announced in the CRTC Three-Year Plan 2015-2018. Notice of Consultation CRTC 2015-318 was published on 20 July 2015, and as you know, the Commission already granted all parties an extension for filing interventions by changing the deadline from 3 September to 14 September 2015.Footnote 1
Given that the hearing date is 16 November 2015 and that it is in the public interest to allow the Commission to consider and process all interventions as efficiently as possible as part of this process, the Commission considers that the deadline established for filing interventions, 14 September 2015, should be maintained.
Accordingly, your request for extension is denied by the Commission.
In addition to your submission, we invite you to request to appear at the hearing in order to discuss your intervention as well as the issues of concern to Leclerc Communication with the Panel. Please also note that there will be a written reply period after the hearing.
