Re: Response to request for a reply phase - Broadcasting Notice of Consultation CRTC 2015-87

Dear Ms. MacDonald:

This letter is in response to Eastlink’s request for a reply phase that was submitted to the Commission on 27 April 2015. In that letter, Eastlink stated that the extent to which the Commission will permit VI entities to offer exclusive content is an important issue that should be fully debated. Eastlink therefore requested the opportunity for independent BDUs to comment on any proposals made by VI undertakings.

It is important to note that the Commission has already set out its overall policy approach to exclusivity for hybrid video on demand undertakings in Broadcasting Regulatory Policy 2015-86. Having reviewed your request and the existing record for this proceeding, Commission staff considers that there is sufficient information on the record of Broadcasting Notice of Consultation CRTC 2015-87 for the Commission to render its decision without the need for additional reply comments.

Please note that this response to Eastlink’s request will be added to the public record of this proceeding.
