Re: Part 1 application 2015-0438-2- Technical amendment
Ms. Kirshenblatt,
This letter relates to the above-noted application from the Canadian Broadcasting Corporation / Société Radio-Canada (CBC) for a technical amendment to amend the broadcasting licence for the English-language radio programming undertaking CBQT-FM Thunder Bay by adding a new low-power FM transmitter in Nakina, Ontario to replace the current AM transmitter CBLN.
Procedural Request
In the CBC’s application, dated 8 May 2015, it is requested that the Commission make an exception to the Canadian Radio-television and Telecommunications Rules of Practice and Procedure (Rules of Procedure) and process the application using an administrative approach.
The CBC’s rationale for this request is that, pursuant to Broadcasting Information Bulletin CRTC 2010-960, the proposed contours would not enter into a new market and the transmitter would remain low-power.
Commission staff notes that the application proposes, however, a conversion from the AM to FM band and a modification to the service contours relative to the existing contours of CBLN. Accordingly, staff considers it important to provide an opportunity for public input in this case and that an administrative process is not appropriate in the circumstances.
Therefore, the application will remain a Part 1 Proceeding, subject to a 30 day intervention period ending 15 June 2015, and a 10 day reply period, if necessary.
A copy of this letter will be added to the record associated with the application and will be made available for public examination.
