Re: Part 1 applications 2015-0085-1, 2015-0084-3 and 2015-0083-5 by Sogetel requesting an extension to the implementation date for the emergency alerting system – Request for Information and Revised Procedural Deadlines
This letter is in response to the above-noted applications by Sogetel inc. (Sogetel) requesting an extension to the date by which Sogetel must implement a public alerting system, consistent with the determinations in Broadcasting Regulatory Policy 2014-444, Amendments to various regulations, the standard conditions of licence for video-on-demand undertakings and certain exemption orders - Provisions requiring the mandatory distribution of emergency alert messages.
In order to complete the analysis of this application, please provide responses to the following questions:
- Sogetel’s applications note that there is an existing solution for the distribution of emergency alert messages on its network using the services of Espial:
- Has an agreement been entered into with Espial for the implementation of an emergency alerting system? If so, has the implementation begun? If not, when do you expect to begin implementation?
- When do you expect to begin operation of the emergency alerting system?
- Please confirm the total number of subscribers to services provided by Sogetel.
Please provide the information requested by16 February 2015 via the secured service My CRTC Account (Partner Log In or GCKey). Also, please send a copy of your response to Stephan.Meyer@crtc.gc.ca.
We also request that you repeat each question in your response.
Procedural letter
We note that, along with its applications, Sogetel submitted a procedural letter requesting that the Commission amend the deadlines established in the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedures. Sogetel supports this request in light of the need for the Commission to hand down its decision before the implementation of the emergency alert system, which is planned for 31 March 2015, pursuant to Broadcasting Regulatory Policy CRTC 2014-444.
Given the importance of the implementation of the mandatory distribution of emergency alert messages, Commission staff considers it important to give the general public a reasonable opportunity to respond to Sogetel’s requests. Accordingly, Commission staff deems it inappropriate to significantly shorten the intervention period. However, staff notes that Sogetel proposed to file a response within five days of the end of the intervention period and believes that such an amendment would not be prejudicial to a third party.
Considering the above request, the timetable for the proceeding is changed as follows:
Interventions relating to Sogetel’s responses to the above-noted questions may be filed by 25 February 2015.
Sogetel may file its reply comments, if applicable, by 2 March 2015.
A copy of this letter and all related correspondence will be added to the public record associated with your application.
