CHBC-DT Kelowna and its transmitter CHRP-TV-2 Revelstoke – Licence amendment

  1. The Commission approves the application by Shaw Television Limited PartnershipFootnote 1 (Shaw) to amend the broadcasting licence for the English-language conventional television programming undertaking CHBC-DT Kelowna, British Columbia, to add a digital transmitter to replace its existing analog transmitter CHRP-TV-2 Revelstoke. The Commission did not receive any interventions regarding this application.  
  2. The new transmitter CHRP-DT-2 Revelstoke will operate on channel 9 with an average effective radiated power (ERP) of 11 watts (maximum ERP of 80 watts with an effective height of antenna above average terrain of 1,166 metres).
  3. The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  4. In Broadcasting Decision 2010-782, which was issued on 22 October 2010, the Commission required Shaw to complete its transition to digital broadcasting outside mandatory markets within five years. Accordingly, the digital transmitter must be operational at the earliest possible date and in any event no later than 22 October 2015.

Public service announcements

  1. The Commission expects the licensee to broadcast public service announcements and to inform viewers of the existence of the new transmitter by way of its website in a manner consistent with the requirements set out in sections 3 and 4 of the appendix to Broadcasting Regulatory Policy 2011-198. Furthermore, the Commission expects the licensee to do this for a period of at least three months from the day this authority is issued and before the licensee ceases to broadcast in analog or changes channels, whichever is sooner.
