RE:  Review of wholesale services and associated policies, Telecom Notice of Consultation CRTC 2013-551 – Requests for Information

Dear Sir:

Attached to this letter is a request for information issued to MTS Inc. and Allstream Inc. (collectively, MTS Allstream) in the context of the proceeding initiated by Telecom Notice of Consultation CRTC 2013-551, as amended.Footnote 1

A response to this request for information is to be filed with the Commission by 16 December 2014.

As set out in section 39 of the Telecommunications Act and in Broadcasting and Telecom Information Bulletin CRTC 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, persons may designate certain information as confidential. A person designating information as confidential must provide a detailed explanation on why the designated information is confidential and why its disclosure would not be in the public interest, including why the specific direct harm that would be likely to result from the disclosure would outweigh the public interest in disclosure. Furthermore, a person designating information as confidential must either file an abridged version of the document omitting only the

information designated as confidential or provide reasons why an abridged version cannot be filed.

RFI to MTS Allstream

  1. Provide a copy of the respective agreements recently entered into by MTS Allstream with Bell Canada and TELUS Communications Company relating to the provision of high-speed access and transport services (Ethernet and High-speed CDN), which were referenced over the course of the public hearing associated with the above noted proceeding.
  2. Provide a copy of any other agreement entered into with any other large incumbent local exchange carrier or cable company (e.g. carriers subject to the regulatory framework set out in Telecom Decision CRTC 2008-17, Revised regulatory framework for wholesale services and definition of essential service, 3 March 2008, as well as Bragg Communications Inc.) that enables MTS Allstream to leverage the facilities of another provider in the context of provisioning similar high-speed access and transport services to those identified in the previous question.
