RE: Videotron G.P. – Tariff Notice 50 – Destandardization of third-party Internet access services High Speed 15 and Ultimate Speed 20
Dear Sir:
On 16 July 2014, the Commission received Quebecor Media Inc. Tariff Notice 50, on behalf of its affiliate Videotron, in which Videotron proposes amendments to item 200 of its General Tariff entitled Third Party Internet Access (TPIA) Service. Specifically, Videotron proposes the destandardization of two of its TPIA services: 1) High Speed 15; and 2) Ultimate Speed 20.
Commission staff requests that Videotron respond to the attached interrogatory by
11 December 2014. The parties will have until 16 December 2014 to file with the Commission reply comments on Videotron’s responses, serving a copy on all other parties.
Videotron will have until 19 December 2014 to file its reply with the Commission, serving a copy on all parties.

Interrogatory
The Canadian Network Operators Consortium Inc. and Cronomagic Canada Inc. pointed out that Videotron currently offers its business customers the following retail services: Internet Fibre hybrid 12/12, which provides a downloading and uploading speed of up to 12 Mbps,and Internet Fibre hybrid 20/12, which provides downloading and uploading speeds of up to 12 Mbps and 20 Mbps, respectively. Commission staff notes that Videotron has not indicated an intention to destandardize these retail services.

Explain, with supporting arguments, Videotron’s intentions with respect to the following two TPIA services, in accordance with the requirements for speed matching set out in Telecom Decision 2006-77 and Telecom Regulatory Policy 2010-632:
- a TPIA service that provides a downloading and uploading speed of up to 12 Mbps; and
- a TPIA service that provides a downloading speed of up to 20 Mbps and an uploading speed of up to 12 Mbps.
