RE: Cogeco Cable Inc. Tariff Notice 47 – Request for information
Dear Sir:
On 20 June 2014, the Commission received Tariff Notice (TN) 47 submitted by Cogeco Cable Inc. (Cogeco), in which Cogeco proposed revisions to Tariff CRTC 26400 – Third Party Internet Access (TPIA) Tariff. Specifically, Cogeco proposed a new rate of $1,695 per month per 100 Mbps (i.e. Capacity Based Billing (CBB) rate).
In Telecom Order 2014-369, dated 14 July 2014, the Commission approved Cogeco’s application on an interim basis.
On 25 July 2014, in its response to a request for disclosure of information, Cogeco submitted a Microsoft Excel file titled, “Responses to requests for information for disclosure - Cogeco Cable Inc. - 140725 Cogeco TN 47 - Revised Attachment 1 –CONFIDENTIAL”. In this file, Cogeco provided the summary of the calculations supporting the interim approved CBB rate of $1,695 per month.
With reference to Microsoft Excel file submitted on 25 July 2014, provide an electronic copy of this file along with all the associated linked spreadsheet files, and any other supporting data used to develop the various costs supporting the interim approved CBB rate. This Microsoft Excel file should provide all equations used to calculate costs so that the Commission can understand how the cost model inputs were developed. Also, provide a supporting document that includes a brief description of all input data variables, the vintage of the input data, assumptions with supporting rationale, and any other pertinent costing details.
Cogeco is to provide responses to the above interrogatory, serving copies on all parties, by 1 December 2014.
Parties may file written comments with the Commission solely in relation to the responses to the interrogatories serving copies on all interested parties, by 12 December 2014. Cogeco may file reply comments with the Commission by 19 December 2014.
The information provided in response to the above interrogatory should be disclosed in accordance with the guidelines established in Confidentiality of Information used to establish wholesale service rates – Telecom Regulatory Policy CRTC 2012-592 (TRP 2012-592), dated 26 October 2012.
Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.
