SubjectFollow-up to Decision 2014-377, Report on MTS’s plan for the disposal of funds remaining in its deferral account

Dear Mr. Friesen: 

In a 16 September 2014 letter to the Commission, MTS Inc. filed a plan for the disposal of its remaining deferral account funds earmarked for accessibility initiatives pursuant to the direction of the Commission in Decision 2014-377.  In its filing, MTS requested approval for a drawdown from its deferral account for its proposed voicemail to email service.

In Telecom Decision 2008-1, the Commission found that a public proceeding is the appropriate vehicle to ensure that the accessibility proposals meet the requirements of persons with disabilities and Telecom Decision 2006-9.  To allow for public comment on the MTS proposal, staff considers that it would be appropriate for the MTS proposal to be treated as an application.  Staff requests MTS to send a copy of its submission of
16 September 2014, to the individuals and organizations on the distribution list to this letter and to advise staff when this has been done.  Once staff has been advised that this has been done, the present MTS proposal will be posted on the Commission’s website and disposed of as a Part 1 application, with the deadlines for comment and reply as set out in the CRTC Rules of Practice and Procedure.  If you have any questions about this matter, please contact Antica Corner at 819-997-1334 or antica.corner@crtc.gc.ca.
