In order to assist the Commission in establishing a more fulsome record for the above-noted proceeding, further information is required from Canadian wireless carriers with respect to their wholesale arrangements.
Please find attached additional requests for information related to this proceeding. Canadian wireless carriers are to file responses to the questions set out in the attachment by 18 September 2014. These submissions must be received, not merely sent, by that date.

To all Canadian wireless carriers:
- Provide copies of any agreements concluded or modified with other Canadian wireless carriers since 5 June 2014 which address, in whole or in part, wholesale wireless arrangements (e.g. roaming, network sharing, and/or spectrum sharing). In addition, continue to provide any such agreements upon signing until the issuance of the Commission’s decision in this proceeding.
To Bell Mobility Inc., Eastlink, Mobilicity, Rogers, TELUS, Videotron, and WIND:
- With respect to tower and site sharing arrangements, provide a copy of any master template tower and site sharing agreement(s) containing the standard terms, conditions and procedures that apply for tower sharing arrangements between your company and other Canadian wireless carriers.
To Bell Mobility Inc., Ice Wireless Inc., MTS Inc., Northwestel Inc., Rogers, SaskTel, TBayTel, and TELUS:
- Refer to your company’s response to interrogatory (CRTC)3Mar2014-11a) in which information was provided regarding wholesale roaming revenues. For the year 2013, using the tables below, provide your company’s wholesale roaming revenues from Canadian wireless carriers and associated traffic volumes, broken out separately by 1) CDMA-based and GSM-based roaming, and 2) voice, data, and text messaging.
