RE: Request by Eastlink to implement local competition in Cochrane Telecom Services’ territory – Deadline extension request

Dear Mr. Mitchell:
The Commission has received a letter dated 20 August 2014 from Cochrane Telecom Services (CTS) requesting a two-month extension to the deadline for filing a local competition implementation plan. This implementation plan is to be filed with the Commission in response to a request by Bragg Communications Inc. (carrying on business as Eastlink) to implement local competition in CTS’ exchange of Cochrane. On 31 July 2014, Eastlink provided CTS with additional clarification to its initial notification dated 18 July 2014.  Accordingly, CTS is requesting permission to file its implementation plan by 31 October 2014.
Commission staff notes the reasons submitted by CTS for such request, including its limited resources available to address this matter.  Commission staff also notes Eastlink’s submission dated 20 August 2014 in which it raised its concern that the purpose of the request is to delay, as long as possible, competitive entry into CTS’ territory.

In Revised regulatory framework for the small incumbent local exchange carriers, Telecom Decision CRTC 2006-14, 29 March 2006 (TD 2006-14), the Commission directed small

incumbent local exchange carriers to file an implementation plan with the Commission within 30 days of receiving a formal expression of interest from a competitor.  While Commission staff acknowledges CTS’ challenges in preparing an implementation plan due to its restricted resources and limited experience in this area, it is important to ensure that local competition is implemented as quickly as possible for the benefit of all customers.

In light of the above, CTS is to file its local competition implementation plan, pursuant to TD 2006-14, as soon as possible, but no later than 30 September 2014. Commission staff reminds CTS of the importance of adhering to this deadline.
