By letter dated 3 July 2014, the Commission directed certain Canadian wireless carriers to provide, on the public record of the above-noted proceeding, information related to roaming, tower and site sharing and other wholesale wireless services (the Disclosure Ruling). This information was to be filed by 7 July 2014.
Bell Mobility Inc. (Bell Mobility), by letter dated 11 July 2014, filed an application to review, rescind and vary the Commission's Disclosure Ruling and to stay that ruling, requesting that the responses to requests for information Bell Mobility(CRTC)3Mar14-11(a) and (d) and Bell Mobility(CRTC)3Mar14-12(a) and (c) remain confidential. A significant amount of Bell Mobility’s rationale for non-disclosure provided in its application was filed in confidence with the Commission.
TELUS Communications Company (TELUS) and NorthernTel, Limited Partnership (NorthernTel), by letters dated 14 July 2014 and 15 July 2014, respectively, filed their own applications to review and vary as well as to stay the Disclosure Ruling, and also designated portions of their applications as confidential.
By letter dated 22 July 2014, Commission staff requested Bell Mobility, TELUS, and NorthernTel to show cause as to why specific sections of the companies’ submissions should not be placed on the public record.
These companies replied on 25 July 2014 and provided on the public record the vast majority of the information requested by Commission staff.
Procedure
Given that the above-noted applications relate to a hearing scheduled to begin on 29 September 2014, Commission staff considers that it would be appropriate to shorten the procedural timelines associated with these applications. Therefore, interested persons may file interventions with the Commission by 8 August 2014, serving copies on Bell Mobility, NorthernTel and TELUS as applicable. The applicants are to file reply comments with the Commission by 13 August 2014, serving copies on each intervener as applicable. Please note that all documents are to be received, and not merely sent, by these dates.
