Dear Madams/Sirs:

With the issuance of Telecom Notice of Consultation CRTC 2013-551 (TNC 2013-551),Footnote 1 the Commission initiated a proceeding to review its regulatory framework for wholesale telecommunications services and associated policies.  As part of its review, the Commission is inquiring into the extent of fibre facilities deployment.

Pursuant to section 37 of the Telecommunications Act (Act) the Canadian Radio-television and Telecommunications Commission may require that entities provide it with information relevant to its administration of the Act.  Responses to the attached requests for information are to be filed with the Commission by 29 August 2014.

As set out in Broadcasting and Telecom Information Bulletin 2010-961, Procedures for filing confidential information and requesting its disclosure in Commission proceedings, companies may designate certain information as confidential. Companies must provide an abridged version of the document involved, accompanied by a detailed explanation on why the information removed is confidential.

Please note that the entities copied with this letter have not been made parties to the proceeding initiated by TNC 2013-551 and that responses to the attached requests for information need not be served on parties to the proceeding.

Appendix 1 contains the distribution list.

  1. With respect to your company’s access facilities, provide the following:
  2.  the total number of commercial buildings that are currently connected to your company’s network with fibre access facilities along with a general description of the geographic footprint of the company’s fibre access network;
  3. the number of commercial buildings that were connected to your company’s network with fibre access facilities in each of the years 2008-2013 along with a general description of the geographic footprint of the company’s fibre access network for each of those years;
  4. the percent (or best estimate) of commercial buildings currently connected with fibre access facilities that are located in census metropolitan areas (CMAs).Footnote 2
  5. Does your company plan to expand its fibre access footprint? If so, provide a brief description of the extent, timeframe and geographic areas of such expansion.
