RE:  Letter of 2 June 2014 requesting information pursuant to Telecom Notice of Consultation CRTC 2014-44 – Changes to filing dates

Dear Madam, Sir:

On 2 June 2014, the Inquiry Officer reviewing matters related to transport services provided by satellite, appointed in Telecom Notice of Consultation CRTC 2014-44, as amended,1 issued a letter with various requests for information.

By letter dated 19 June 2014, the SSi Group of Companies (SSi) requested an extension to the filing date for responding to the requests for information. SSi submitted that, due to the large amount of information and detail being requested, it is seeking a three week extension of time, to 14 July 2014, to file the responses.

By letter dated 19 June 2014, Northwestel Inc., on behalf of itself, Bell Aliant, and Bell Mobility, also supported SSi’s request, and further requested that the intervention deadline be extended to 14 July 2014. The companies submitted that they have a significant interest in the outcome of the inquiry, and require additional time to fully develop their responses and submissions. By letter dated 20 June 2014, the Northern Indigenous Community Satellite Network partners also supported SSI’s request.

It was announced in Telecom Notice of Consultation 2014-44 that the Inquiry Officer is expected to complete her review and report her findings to the Commission by October 2014. In light of the detailed information being sought and the expected completion date of the inquiry, a two week extension would be appropriate in the circumstances and would allow parties additional time to prepare their submissions.

Accordingly, certain deadlines established in Telecom Notice of Consultation 2014-44-1 are revised, as set out below. For ease of reference, the relevant paragraphs of the notice are reproduced below, with changes in bold italics:

4. Concurrent with this notice, the Inquiry Officer has issued requests for information to satellite operators offering fixed satellite services in Canada and to the interested persons identified in response to Telecom Notice of Consultation 2014-44, by way of separate letters. Responses to these requests for information are to be filed with the Commission by 7 July 2014.

8. Parties to this proceeding, as well as interested persons who wish to become parties to this proceeding, must file an intervention with the Inquiry Officer regarding the above-noted issues by 7 July 2014. Interventions must be filed in accordance with section 26 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure (the Rules of Procedure).
