RE:   Northwestel Inc. Tariff Notices 906, 907, 908, and 909

Dear Sir:

In Northwestel Inc. – Regulatory Framework, Modernization Plan, and related Matters, Telecom Regulatory Policy 2013-711, 18 December 2013 (TRP 2013-711), the Commission directed Northwestel Inc. (Northwestel) to, among other things, file tariffs for its Ethernet Wide Area Network (E-WAN) services by 4 February 2014, and associated cost studies by 6 March 2014.

The Commission received an application by Northwestel under Tariff Notice 905, in which it proposed to introduce a tariff for its E-WAN services, pursuant to TRP 2013-711.

In its application, Northwestel indicated that there were a small number of customers receiving E-WAN services that require Special Facilities Tariffs (SFTs) to be filed. Northwestel proposed to file each SFT along with its related cost study on or before 30 April 2014.

By letter, dated 11 February 2014, the Commission approved Northwestel’s request for an extension to the deadline for filing the E-WAN SFTs and their supporting cost studies to 30 April 2014.

On 28 April 2014, the Commission received applications by Northwestel, under Tariff Notices 906, 907, 908, and 909, in which the company proposed to introduce SFTs for certain E-WAN Type 1 customer-specific arrangements.  

Given the inter-relationship with the company’s General Tariff E-WAN service, Commission staff is continuing its analysis of the above-noted applications.

Consequently, these applications, along with any associated subsequent revisions, will not be approved on an interim basis on the 15th calendar day following receipt. However, the Commission intends to dispose of these applications, along with any associated subsequent revisions, within 45 business days of receipt of the filing.
