RE: Northwestel Inc. Tariff Notice 904 and 904A
Dear Sir:
In Northwestel Inc. – Regulatory Framework, Modernization Plan, and related Matters, Telecom Regulatory Policy 2013-711, 18 December 2013 (TRP 2013-711), the Commission directed Northwestel Inc. (Northwestel) to, among other things, file tariffs for its terrestrial retail Internet services by 4 February 2014, and associated cost studies by 6 March 2014.
By letter, dated 27 January 2014, the Commission approved Northwestel’s request, dated 13 January 2014, for an extension for the filing of cost studies for its retail Internet services to 30 April 2014.
Subsequently, the Commission received an application by Northwestel under Tariff Notice 904, amended in Tariff Notice 904A, in which it proposed to introduce a tariff for its terrestrial retail Internet services, pursuant to TRP 2013-711. In its application, Northwestel also requested an extension for the filing of certain retail Internet Special Facilities Tariffs (SFTs) and their supporting cost studies to 30 April 2014.
By letter, dated 11 February 2014, the Commission approved Northwestel’s request for an extension to the deadline for the filing of the Internet SFTs and their supporting cost studies to 30 April 2014.
By letter, dated 29 April 2014, Northwestel requested a further extension to file cost studies for its retail Internet services to 23 May 2014, and an extension to file the Internet SFTs and supporting costing information to 30 May 2014.
Northwestel indicated that it has a large number of different Internet services requiring variations in costing. It further indicated that it was reviewing its costing models with Bell Canada to ensure that its costing methodology was consistent and would meet Commission guidelines, and that results would be accurate. It submitted that it had limited costing resources but that the additional work would improve the integrity of the costing results.
In the circumstances, Commission staff considers that Nortwestel’s requests for an extension to file cost studies for its retail Internet services to 23 May 2014, and an extension to file the Internet SFTs and supporting costing information to 30 May 2014, is acceptable.
Commission staff notes that this is the second request for extension concerning these various filings and Northwestel is expected to meet the newly approved deadlines.
