Re: Telecom Decision CRTC 2014-4 – Request for an extension to file updated cost studies for legacy wholesale high-speed access rates

Dear Sirs:

In Telecom Decision CRTC 2014-4[1], the Commission directed Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) in Atlantic Canada, MTS Inc. (MTS) and Saskatchewan Telecommunications (SaskTel) to file new cost studies for their
respective legacy wholesale high-speed access services within 90 days of the date of the decision.

The Commission has received a letter from Bell Aliant, dated 21 March 2014, in which the company requested an extension to the deadline to file their new cost studies to
30 April 2014. Bell Aliant submitted that it requires the extension due to the complexity of updating the cost studies. The company further submitted that it consulted the Canadian Network Operators Consortium (CNOC) and was informed that CNOC is amenable to the requested extension.

The Commission has also received a letter from SaskTel, dated 26 March 2014, in which the company submitted that it faced challenges in completing the cost studies by 8 April 2014, and requested that the revised filing date be made applicable to all parties.

Commission staff considers the extension requests by Bell Aliant and SaskTel to be reasonable in the circumstances. Commission staff further considers that the same extension should be granted to MTS.

Accordingly, Commission staff is setting in place the following process dates:

• Bell Aliant and SaskTel and MTS are to file their cost studies by 30 April 2014 and are to disclose information on the public record in accordance with Telecom Regulatory Policy CRTC 2012-592.

• All parties may file comments with the Commission, serving copies on all other parties, by 20 May 2014.

• Parties may file reply comments with the Commission, serving copies on all other parties, by 30 May 2014.
