Re: Execulink Telecom Inc. Tariff Notice No. 72, 72A, 72B and 72C – Revision of Direct Connect (DC) Service

Dear Madam, Sir:

On 11 March 2014, the Commission received a disclosure request from MTS Inc. and Allstream Inc. (collectively, MTS Allstream) for information (shown below) filed in confidence by Execulink Telecom Inc. (Execulink):

a) the total competitor DC demand forecast;
b) the detailed list of capital by major equipment within TN 72C;
c) the survivor curve and life estimate for each asset that represents at least five percent of total capital costs;
d) the value of capital per year and at the end of study. If any capital is required to replace assets retired during the study period, show the replacement capital separately and in the same manner; and
e) the expense cost factors for Support and Warranty Switching and Support and Warranty COE Tx.

A process was set up to conduct a review of Execulink’s cost study in support of TN 72C by a procedural letter dated 25 February 2014 and is being amended by a letter dated 13 March 2014. In accordance with this process and normal practice, Execulink should disclose the information in response to MTS Allstream’s disclosure request or explain, with a detailed rational, based on the
Commission’s guidelines on disclosure established in Telecom Regulatory Policy 2012-592[1], why this information should not be disclosed by 25 March 2014.
