RE: Tariff Notice No. 752 – Text messaging with 9-1-1 (T9-1-1)

Dear Sir:

On 23 January 2014, MTS Inc. filed Tariff Notice 752 requesting approval for revisions to its General Tariff Item 3050 - Wireless Service Providers Enhanced 9-1-1 (WSP E9-1-1) to reflect the inclusion of Text messaging with 9-1-1 (T9-1-1).

To assist the Commission in disposing of this application, MTS Inc. is required to provide responses to attached interrogatories which are to be filed with the Commission by 13 March 2014.

All parties may file written comments to the Commission by 20 March 2014. MTS Inc. may file reply comments by 27 March 2014.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to nat.natraj@crtc.gc.ca

MTS Inc. Tariff Notice No. 752
Wireless service providers enhanced 9-1-1 service (WSP E9-1-1)

1. Refer to Attachments 1 of the company’s 23 January 2014 submission titled “MTS Inc. Report on an Economic Evaluation of a Tariff Revision for Wireless Service providers Enhanced 9-1-1 Service (WSPE9-1-1)”
a. Further refer to paragraph 6.4.2 Software. Provide a breakdown of the software costs into the following components: Automatic Location information enhancements, licensing fees and planning, provisioning and process development labour. For each of these cost components, provide a detailed explanation of how they were estimated. The response should identify the time estimates, labour units cost and contract labour costs that were used in the estimation of these costs.
b. Further refer to the block network diagram for the T9-1-1 service provided on page 10. Identify which T1’s costs are included in the proposed WSPE9-1-1 rate.

2. Refer to Table 6b – Capital Equipment provided in Attachment 2 of the company’s 23 January 2014 submission titled “MTS Inc. Report on an Economic Evaluation of a Tariff Revision for Wireless Service providers Enhanced 9-1-1 Service (WSPE9-1-1)”:
a. Further refer to section B1. Provide a detailed explanation of why marketing planning activities are required for provisioning of T9-1-1 service. The response should identify in detail all the marketing activities included in this section, along with a brief description of each activity.
b. Further refer to section C – Capital cash flow estimated explicitly. Confirm that the project management activities and associated expenses included in this section are different from the project management activities and associated expenses provided in section a) above. If so, provide the methodology and assumptions, with supporting rationale used to estimate these capital cash flows. The response should identify in detail all the marketing activities included in this section along with a brief description of the each activity.

3. Refer to Table 6a – Expenses provided in Attachment 2 of the company’s 23 January 2014 submission titled “MTS Inc. Report on an Economic Evaluation of a Tariff Revision for Wireless Service providers Enhanced 9-1-1 Service (WSPE9-1-1)”:
a. Further refer to section C – Expenses estimated explicitly. Provide the methodology and assumptions, with supporting rationale, used to estimate the MPLS service expenses.
