Dear Madam/Sir:

On 29 January 2014, the Public Interest Advocacy Centre (PIAC) and Chimo Community Services (Chimo) filed a joint Part I application regarding charges for wireless calls to helplines. Please refer to the responses to Commission staff’s request for information filed by PIAC and Chimo on 3 March 2014, and respond to the following questions, serving all parties, by 18 March 2014.

1) Identify what steps need to be taken to satisfy PIAC and Chimo’s request to provide access to helplines at no cost to users or the helplines in question. That is identify whether a centralized database would need to be established, how helplines could be identified and registered in such a database, and how calls to these helplines would be identified. Your answer should detail all of the required steps as well as an estimate of the associated cost of implementing those steps.

2) The applicants request that WSPs develop measures which protect the confidentiality of helpline users, so that details of a call to a helpline (including account information which identifies the caller and the helpline) are not disclosed by the wireless service provider to anyone.
(a) Indicate whether this is technically feasible.
(b) In the instance the caller and the account holder are separate individuals, identify whether this would be a violation of any contract agreement between WSPs and the account holder.
(c) Provide an estimate of the associated cost of implementing such an option.
(d) Identify any alternative methods to ensuring caller confidentiality.
