RE: Northwestel Inc. Tariff Notice 904 and Tariff Notice 905

Dear Mr Yeulett:

In Northwestel Inc. – Regulatory Framework, Modernization Plan, and related Matters, Telecom Regulatory Policy 2013-711, 18 December 2013 (TRP 2013-711), the Commission directed Northwestel Inc. (Northwestel) to, among other things, file tariffs for its terrestrial retail Internet services and Ethernet Wide Area Network (E-WAN) services by 4 February 2014, and associated cost studies by 6 March 2014.

The Commission received applications by Northwestel under Tariff Notices 904 and 905, in which it proposed to introduce tariffs for its terrestrial retail Internet services and E-WAN services, respectively, pursuant to TRP 2013-711.

In its applications, Northwestel indicated that there were a small number of customers receiving either retail Internet services or E-WAN services which require Special Facilities Tariffs (SFTs) to be filed. Northwestel proposed to file each SFT along with its related cost study on or before 30 April 2014.

Northwestel requested an extension to the deadline for the filing of these SFTs and cost studies to 30 April 2014 because it required additional time to prepare the cost studies and ensure that rates are consistent with the Commission’s costing and regulatory guidelines.

In the circumstance, Nortwestel’s request for an extension to file SFTs and cost studies for certain retail Internet and E-WAN services to 30 April 2014 is reasonable.
