RE: Tariff Notice No. 903/903A – Toll-Free Origination Service

Dear Sir:

On 16 December 2013, Northwestel Inc. (Northwestel) filed Tariff Notice 903 Footnote 1 proposing rates for the toll-free origination service for:(i) the transport component for calls that originate from Northwestel’s western area (Toll-free Terrestrial transport charge), and (ii) the southern delivery fee(Toll free Satellite southern delivery).

To assist the Commission in disposing of this application, NorthwesTel is required to provide responses to attached interrogatories which are to be filed with the Commission by 24 February 2014.

All parties may file written comments to the Commission by 6 March 2014. Northwestel may file reply comments by 16 March 2014.

Where a document is to be filed or served by a specific date, the document must be actually received, not merely sent, by that date. Copies of the documents should also be sent to nat.natraj@crtc.gc.ca.

Northwestel Tariff Notice No. 903/903A
Toll-Free Origination Service

Refer the company’s 22 January 2014 submission titled “Northwestel Report on the Economic evaluation for the Toll-Free Origination service agreements and arrangements”

1. Refer to Table 3 in each of Attachment 2 and Attachment 3.
a. Confirm whether the demand estimates that are provided include the demand estimates for both Northwestel and competitors.
i. If the response to a) above is yes, provide a breakdown of the demand estimates by Northwestel and competitors.
ii. If the response to a) above is no, update the cost study to include both the demand estimates of Northwestel and competitors and update the Table 3 to reflect the breakdown of the demand estimates by Northwestel and competitors.
iii. Consistent with the Decision 2012-592 Footnote 2, disclose the competitors demand.

2. Refer to paragraph 73
a. Provide the name of the third-party that transports the toll-free calls.
b. Confirm whether Northwestel uses a competitive bidding process to establish the third-party southern delivery fees for transporting toll-free calls from Fort St. John and/or High Level and/or Montreal to the toll-free database in Ontario. If not, explain why not.

3. Refer to table “Third-party Southern Delivery Fees” provided in paragraph 73.
a. Confirm whether satellite or terrestrial facilities are used to transport the toll-free calls associated with Satellite per minute cost.
b. If the response to a) above is terrestrial facilities, explain why the Satellite per minute cost is higher than the terrestrial per minute cost.
