RE: Associated with Tariff Notice No. 749

Dear Mr. Maksimow:

On 7 January 2014, the Commission received an application from MTS Inc. (MTS) associated with Tariff Notice No. 749 in which the company proposed a revision to its Access Services Tariff CRTC 24006 to revise Item 105 – Local Network Interconnection and Component Unbundling.

MTS is requested to provide responses to the attached Commission staff interrogatories by 23 January 2014.

MTS Inc. (MTS) Application Associated with TN 749
Interrogatories

Refer to the proposed Tariff Page submitted by MTS, for Access Services Tariff Item 105.4.E.4), which was filed to clarify how the Subsequent Service Charge for the CCS7 Transit Service is applied.

1. In Note (4), MTS identified that, “A service charge of $2,519.80 applies per order, for (a) a subsequent CCS7 Transit Service request independently from the type of CCS7 Transit Service ordered, the number of locations within an ILEC's territory, the number of ILEC's territories where transiting is requested or the number of carriers associated with the transit arrangements, and/or (b) a subsequent change to call screening translations for the CCS7 signaling on local and toll transiting”.

(i) Provide a detailed description and the purpose of ‘call screening translations for the CC7 signaling on local and toll transiting’.

(ii) Provide examples of when and under what circumstances all of the Note (4) criteria, that is parts (a) and (b) identified above, would be applicable.

(iii) Provide example(s) of when and under what circumstances a customer (CLECs, IXCs, etc.) would request only part ‘… (b) a subsequent change to call screening translations for the CCS7signaling on local and toll transiting’.

(iv) (a) Identify and provide a description of all the activities that are required to provide a subsequent CCS7 Transit Service request only, excluding that for a subsequent change to call screening translations.

(b) Identify and provide a description of all the activities that are required to provide a subsequent change to call screening translations request only.

(c) Explain with supporting rationale, why the service charges should be the same regardless of whether a customer requests for only a subsequent CCS7 Transit Service, or requests for only a subsequent change to call screening translations, or requests for both a subsequent CCS7 Transit Service as well as a subsequent change to call screening translations.
